Cooperation Planning System for Hengqin and Macao

Abstract The planning system, as a crucial instrument for the government to lead spatial development, is differently designed and operated in Hengqin Macao within ‘One Country, Two Systems’. To ensure cooperation of these two systems, experience from international domestic cases cross-border will be analysed. Four aspects namely legal formulating plans, management practice, are comparatively studied Macao. master plan employed an example display similarities differences between systems regions. From analyses, this chapter proposes suggestions contribute future planning-led development Guangdong–Macao In-Depth Cooperation Zone Hengqin.
